Vabariigi president ei kuulutanud välja "Monopolidele hinnapiirangute kehtestamise seadust"
Message
Eesti Vabariigi President hr Toomas Hendrik Ilves jättis 30. juunil välja kuulutamata „Monopolidele hinnapiirangute kehtestamise seaduse“. Presidendi hinnangul on seadus vastuolus põhiseadusega ning ei taga piisavat kaitset tarbijate jaoks. Seaduseelnõu saadetakse tagasi parlamenti, kes otsustab, kas arutada seaduseelnõuga seonduvat peale suvevaheaega või koguneda suve jooksul erakorralisele istungile. Seoses presidendi otsusega ei hakka „Monopolidele hinnapiirangute kehtestamise seadus“ kehtima alates 15. juulist, nagu esialgselt ette nähtud. Seega ei muutu AS Tallinna Vesi regulatiivne keskkond ja hinnakujundamise metoodika kuni õigusaktide muudatuste jõustumiseni. The President of Estonia did not proclaim the Monopolies Act
Message
On 30th of June, the President of the Republic of Estonia, Mr Toomas Hendrik Ilves did not proclaim the “Establishing Price Limitations on Monopolies Act“. The President believes that the act is in violation of the constitution of Estonia and does not provide necessary protection for the consumers. The bill will be sent back to Parliament, who will choose whether to discuss the bill again after the summer recess or convene for an extraordinary session in the summer months. Due to the President's decision, the „Establishing Price Limitations on Monopolies Act“ will not come into effect on July 15th as planned earlier. Therefore there will not be any changes in the regulatory environment or pricing methodology of AS Tallinna Vesi until any change of law is properly enacted.
